As expected, RHP McKinley Moore cleared waivers and was outrighted to Scranton. The arm is tempting, but it is hard for organizations to carry it on a 40-man roster.
This is why the outright rule exists. A player can only be outrighted once in their career. After that, they can refuse the outright and become a free agent. This is different from player options. An “outright” happens when you are removed from the 40-man roster and sent through waivers. If you have less than three years of service time, a team can send you to the minors without your permission. However, they can only do that once, regardless of your service time.
